For more sensitive sites — small lots, steep ground, declared catchments, or where effluent loading is significant — councils require a Land Capability Assessment (LCA) prepared by a qualified consultant. Some councils additionally operate a Domestic Wastewater Management Plan (DWMP) covering their municipality, which sets local rules for system types, setbacks and effluent disposal in higher-risk sub-catchments.
All plumbing and drainage work must be performed by a plumber licensed by the Victorian Building Authority (VBA) with a drainage endorsement.
